How to use the Design feature in Exercise Management.

The Design function is used to create, view, and edit details of the Exercise Plan. Details include, but are not limited to, scope, participant info, objectives, and scenario-based events with Master Scenario Events List (MSEL) injects.

Components that make up the Design section are:

  1. Design
  2. Overview
  3. Exercise Details
  4. Participants
  5. Objectives
  6. Scenarios

Overview

The dashboard displays exercise details and snapshots of analytical charts relevant and essential to the planning phase of the exercise including Objectives, MSEL injects, and funding allocations. From the main dashboard, begin your exercise planning by clicking Enter Details button.

Exercise Details

Enter Start Date and End Date, Primary Organization, Exercise Type, and Exercise Scope and click Next to add Planning Meetings.

Planning Meetings

  • Click Add Planning Meeting, and input Name, Location, Start Date/Time and End Date/Time of planning meeting, and click Save Changes when finished, or Close to cancel. Add additional planning meetings as required.
    • To edit or delete a meeting, click on the three dots under “Action”.
  • Click Save & Exit or Next to add Funding Sources.

Funding Sources

  • Click on Add Funding Source, select Primary Source from dropdown, or “add New”, select Sub-source from dropdown or “add New”, input budget amount, click Save Changes, or Close to cancel. Add additional funding sources as required.
    • To edit or delete a meeting, click on the three dots under “Action”.
  • Click Save & Exit or Next to add Organizational Capability Targets.

Organizational Capability Targets (Incident/Emergency Management Workspaces)

  • Click Add Target, input the title and description of the Organizational Capability Target and click Save Changes or Close to cancel. Add additional Targets as required.
    • To edit or delete a Target, click on the three dots under “Action”.
  • Click Save & Exit or Next to add Core Capabilities and Associated Mission Areas.

Core Capabilities and Associated Mission Area(s) (Incident/Emergency Management Workspaces)

  • Click Add/Update Capabilities, select the Core Capabilities your exercise will focus on and click Submit. Add additional Cor Capabilities with associated Mission Areas as required.
  • Click Save & Exit or Next to view the Review Click Review for the desired sections as required.
  • Click Submit to complete the Exercise Details section.

PARTICIPANTS

The Participants section is where users can input participant information and exercise objectives (HSEEP)/training objectives (DOD) for planners to determine the exercise scenario and support requirements.

Participant Details 

  • Click Create Participant, input Name and select Participant Type (DOD or HSEEP), click Close to cancel or Save to complete the remaining fields.
  • Select the drop-down for City/Town/Service/Department and select from the existing choices or “Add New”.
  • Select the drop-down for Jurisdiction/Service/Department Types and select from the existing choices or “Add New”.
  • Select the drop-down for State/County/Chapter/Command/Agency and select from the existing choices or “Add New”.
  • Select the drop-down for Office Location and select from the existing choices or “Add New”.
    • For example, a Military base name, physical street address, etc.
  • For Total Training Audience, Input total number of people that are players in your exercise.
  • Select the drop-down for ESF / Organization Type and select from the existing choices or “Add New”.
  • Click on Select an Icon and search or choose from the list an icon that best matches your organization.
  • Select Save & Exit or Next to add Platforms.

Platforms

Platforms are the entities or capabilities in the exercise that are associated or the focus of participant objectives, for example aircraft, people, service, capability.

DOD examples:

Battle Staff - CAOC/A3, Intel Fusion Cell, etc.

Tactical - F-16, Tactical Communications, Ordinance, etc.

HSEEP examples:

Table-Top Examples – SERT, Planning Chief, etc.

Full Scale or TBD - Police Dept., Human Services, Operations, etc.

  • Click on Add Platforms, select from the existing choices or “Add New”, then input the Bed Down location the platform will be located during the exercise. Click Close to cancel or Save Changes to submit. Add additional platforms as required.
  • Select Save & Exit or Next to add Participant Members.

Participant Members

Participant Members are those individuals planning, supporting, or participating in the exercise from your organization. Not all members will or need to be users.

  • Click on Add Members, input Name, Email, Phone number, and select existing Position from drop-down or “Add New”, check the Primary Contact (i.e. Planner/Trusted agent) box if user is the of the organization, and if not already a user, check the Invite User box if an account is required.
  • Click Close to cancel or Save Changes to submit. Add additional members as required.
  • Select Save & Exit or Next to add Funding Allocation.

Funding Allocation

Funding Allocation is used to allocate a select amount of funding to a participating organization from the overall budget sources established in the Exercise Details.

  • Click on Add Funding Allocation and select from available choices in drop-down or “Add New”, then input the amount of funding the organization will receive from the source/sub-source selected.
  • Click Close to cancel or Save Changes to submit. Add additional funding as required.
  • Select Save & Exit or Next to view the Review Participant
  • Review all content for accuracy. Click on Previous to make any changes.
  • Select Save & Create Objective to add participant objectives, or Complete to return to the Participants page.

Objectives

Create Objectives that are SMART (Specific, Measurable, Achievable, Relevant, and Time-bound). Planners /trusted agents may create one or more objectives to complete in the exercise. These objectives help determine and create the scenario-based Events, each with their own Master Scenario Events List (MSEL).

💡 On the left side, the Organizational Capability Targets (in HSEEP Workspaces) or Exercise Objectives (in DOD Workspaces) are listed for reference to help you align your objectives as appropriate to the overall focus of the exercise.

HSEEP Participant Exercise Objectives
  • Select your Platform from the drop-down that this objective is for.
  • Input a short Title to name your Objective.
  • Select the Priority from the drop-down. (Note: These values can be changed in the SETTINGS app)
  • Input the Required Runs (the number of times you want to accomplish this objective in the exercise)
  • Select the Requested Method from the drop-down.
  • Input or select from an existing Source (Plan, Framework, SOP, etc.) reference for this objective.
    • All new inputs are stored to easily select in other objectives.
  • Input or select from an existing Reference (Paragraph) associated with the Source.
  • Input or select from an existing Paragraph Title / Description of the Reference (Paragraph).
  • Input or select from an existing Level/Competency for your objective.
  • Input or select from an existing Task/Behavior (e.g., from a Part Task Book or your plan). This is the specific details of your objective.
    • Add additional Tasks/Behaviors as required.
  • Input or select from an existing Standard/Measurement. This is the details of what spells success for the tasks you’re trying to accomplish.
  • Input or select from an existing Code / Condition. This is how you want to accomplish your objective. This helps ensure the scenario-based Events and MSEL injects are created with that focus to challenge the participants.
  • Click Next to align strategic objectives to the participant objective or Save & Exit to return to the Participants
  • For Objective Associations, check one or more boxes for each section for the areas that this objective will align with, then select Next to review the details of your objective. Click Complete to add another Objective. or Save & Exit to add another objective.

DOD Participant Training Objectives

  • Select your Platform from the drop-down that this objective is for.
  • Search for JMET ID/Description by typing keywords and select from existing choices in drop-down or “Add New”.
  • Select the Requested Method from the drop-down.
  • Select the Training Priority from the drop-down.
  • Input the Required Runs (the number of times you want to accomplish this objective in the exercise)
  • Input a short description of the Task (performance objective to be accomplished).
  • Input the Condition (Training situation for how you want to accomplish your task. This helps ensure the scenario-based Events and MSEL injects are created with that focus to challenge participants.
  • Input Standard (open text) or add individual Measurements for the task. This is the level of performance to determine what quantifies success for the tasks you’re wanting to accomplish.
  • Click Next to align strategic objectives to the training objective or Save & Exit to return to the Participants
  • For Objective Associations, check one or more boxes for each section for the areas that this objective will align with, then select Next to review the details of your objective. Click Complete to add another Objective. or Save & Exit to add another objective.

Scenarios

Each exercise can have multiple Scenarios to support your needs. Each Scenario will have its own Master Scenario Events List (MSEL) injects to drive the objectives and your exercise.

  • Click Create Scenario to add a new scenario-based event.
  • Input a short Name.
  • Select the Overall Method (Live, Virtual, Constructive, or Integrated LVC) for how the event will occur.
  • Select the Start Date/Time and End Date/Time for this event to occur during the exercise.

  • Input a description of your Scenario.
  • Provide any administrative or supporting Remarks for Scripters, MSEL Manager, etc.

  • Click on Color and choose (or input a hex code) a color to help differentiate your Scenario.

  • Click Save to submit or Cancel to return to the Events Add additional Events as necessary.
