How to Use the ICS-234 and ICS-215
ICS-234 and ICS-215 help turn incident objectives into actionable work.
Before you begin
Before working through the ICS-234 and ICS-215:
- Confirm that your incident objectives have been established in the ICS-202 Incident Objectives section.
- Confirm that objectives requiring operational work are categorized as Operational or Operational & Managerial.
- Review the work groups available within the incident organization.
- Create any additional work groups that will be needed for assignments.
Managerial-only objectives will not populate into the ICS-234 operational planning workflow.
Step 1: Open the ICS-234
From the Tactics Meeting portion of the Planning P, access the ICS-234 Work Analysis Matrix.

Step 2: Select an objective
Select the Operational or O&M objective you want to develop.
Step 3: Add a strategy
Add the strategy that describes the approach for accomplishing the objective.
Step 4: Add a tactic
Expand/select the strategy to access the option to add a tactic.
Enter the tactic describing how the strategy will be carried out.

Step 5: Move into operational work planning
Once the objective, strategy, and tactic have been established, continue into operational work planning.
Step 6: Define the work assignment
Create the work assignment associated with the planned work.
To select "+ Add Work Assignment" click into the Tactic from the ICS 234.
Step 7: Identify Work Group and add Resources using the ICS-215
Use the ICS-215 to identify the work group and resources needed to accomplish the planned work.
Step 8: Review the resulting work assignment
The information developed through this process supports creation of the work assignment represented by the ICS-204.
Before continuing, review the assignment and confirm:
- The objective is correct.
- The strategy and tactic support the objective.
- The appropriate work group is assigned.
- Resource requirements are complete.
- Required quantities and available quantities are accurate.
