How to Use the ICS-234 and ICS-215

ICS-234 and ICS-215 help turn incident objectives into actionable work.

Before you begin

Before working through the ICS-234 and ICS-215:

  1. Confirm that your incident objectives have been established in the ICS-202 Incident Objectives section.
  2. Confirm that objectives requiring operational work are categorized as Operational or Operational & Managerial.
  3. Review the work groups available within the incident organization.
  4. Create any additional work groups that will be needed for assignments.

Managerial-only objectives will not populate into the ICS-234 operational planning workflow.

Step 1: Open the ICS-234

From the Tactics Meeting portion of the Planning P, access the ICS-234 Work Analysis Matrix.

Step 7: Identify Work Group and add Resources using the ICS-215

Use the ICS-215 to identify the work group and resources needed to accomplish the planned work.

Step 8: Review the resulting work assignment

The information developed through this process supports creation of the work assignment represented by the ICS-204.

Before continuing, review the assignment and confirm:

  • The objective is correct.
  • The strategy and tactic support the objective.
  • The appropriate work group is assigned.
  • Resource requirements are complete.
  • Required quantities and available quantities are accurate.
